~ AGENDA ~

That the Board of County Commissioners issue a Proclamation to Ms. Andrea Medellin, Executive Director on behalf of Healthy Start Coalition designating the month of October 2026 as Pregnancy and Infant Loss Awareness Month in Okeechobee County, Florida.  

That the Board of County Commissioners issue a Proclamation to Ms. Jennifer Williams on behalf of Treasure Coast Builders Association Charitable Foundation designating the month of October 2026 as Careers in Construction Month in Okeechobee County.

That the Board of County Commissioners issue a Proclamation to Ms. Edna Malagon on behalf of Martha's House designating the month of October 2026 as Domestic Violence Awareness Month in Okeechobee County.

That the Board of County Commissioners approve the Minutes from September 24, 2026 Regular Session.

That the Board of County Commissioners approve the Minutes from September 24, 2026 Budget Hearing.

That the Board of County Commissioners approve Warrants List 2026-18 in the amount of $441,825.78.

That the Board of County Commissioners approve the Fiscal year 2026/2027 Pay & Classification Plan as presented in accordance with F.S. 125.74(h). 

That the Board of County Commissioners authorize the Chairman to adopt Resolution 2026-70 amending the Fiscal Year 2026/2027 Budget to appropriate $11,374.00 in unanticipated funding received from Federal Award-Bulletproof Vest funds, providing an effective date, and approve Budget Amendment BA27-01 in the amount of $11,374.00.

That the Board of County Commissioners consider approval of the following:

(1) Adopt the Code Enforcement Special Magistrate's Report and Recommendation as to the Reduction Request filed by the property owners, Be A Man Buy Land;  and (2) Direct the Chairman to execute the attached Final Administrative Order, which reduces the lien from $119,400.00  to $3,904.33, provided the amount is paid by 5:00 pm on Monday, November 9, 2026,  (if not paid in a timely manner, the fine would remain at the original amount of $119,400.00); and (3) Direct the Chairman to execute a Release of Lien upon the timely payment of the reduced amount of  $3,904.33.

That the Board of County Commissioners consider approval of the following:

(1) Adopt the Code Enforcement Special Magistrate's Report and Recommendation as to the Reduction Request filed by the property owners, Be A Man Buy Land;  and (2) Direct the Chairman to execute the attached Final Administrative Order, which reduces the lien from $133,600.00  to $5,379.96, provided the amount is paid by 5:00 pm on Monday, November 9, 2026,  (if not paid in a timely manner, the fine would remain at the original amount of $133,600.00; and (3) Direct the Chairman to execute a Release of Lien upon the timely payment of the reduced amount of  $5,379.96.

That the Board of County Commissioners receive a presentation from Mrs. Karen Kozac on behalf of the Chamber of Commerce 2026 Leadership Class presenting the Downtown Okeechobee Pedestrian Wayfinding and Business Discovery Project. 

That the Board of County Commissioners review and approve the request from Mr. Jamie Mellette to waive fees for the Airboat & Buggy Show at the Agri-Civic Center on Saturday, February 27, 2027.

That the Board of County Commissioners review and approve the request from Ms. Christine Bishop on behalf of the Florida Junior Brahman Association to waive fees for the FJBA Spring Fling at the Agri-Civic Center from April 2-4, 2027.

That the Board of County Commissioners conduct a public hearing and accept input from interested parties; and adopt Ordinance 2026-R-0343 granting the request for a change in zoning from Residential Single Family (RSF) to I-1 (Industrial Light).

That the Board of County Commissioners conduct a public hearing and accept input from interested parties; and adopt Ordinance 2026-R-0344, granting the request for a change in zoning from Agriculture (A) to Commercial-Recreational Vehicle (C-RV).  

That the Board of County Commissioners conduct a public hearing and accept input from interested parties; and adopt Ordinance 2026-R-0345 granting the request for a change in zoning from Agriculture (A) to Residential Single Family (RSF).

That the Board of County Commissioners approve a Work Authorization with Kimley-Horn & Associates in the amount of $18,180 to provide the required environmental documentation for the Community Development Block Grant Disaster Recovery (CDBG-DR) Rebuild Florida Infrastructure Repair Program (IRP) from the U.S. Department of Housing and Urban Development, Grant #MS019 (Bridge Resiliency), and authorize the County administrator to execute the Work Authorization.

That the Board of County Commissioners approve and execute a Work Authorization with Apex Companies, LLC in the amount of $181,085.20 to provide Design and Permitting services for the NE 56th Avenue roadway improvement project from NE 120th Street to NE 144th Avenue.

That the Board of County Commissioners approve and authorize the Chairman to execute the 2026/2027 Florida Department of Agriculture and Consumer Services (FDACS) State Financial Assistance Recipient Agreement in the amount of $69,587.50 and the annual certified budget for arthropod to support integrated mosquito control activities within Okeechobee County.

That the Board of County Commissioners approve and authorize the Chairman to execute State-Funded Agreement No. DMS-P3-26-07-16 with the Florida Department of Management Services for Support for Fiscally Constrained Counties’ Public Safety Answering Points (PSAPs), providing up to $80,703.88 in state funding for eligible PSAP enhancements and associated equipment and services, with no required County match.

That the Board of County Commissioners approve and authorize the Chairman to execute the Florida Department of Environmental Protection (FDEP) Small County Consolidated Solid Waste Grant Agreement CW125 in the amount of $93,750 for FY 2026-2027

That the Board of County Commissioners ratify the electronic submission of the State Housing Initiatives Partnership (SHIP) Program Annual Report for the 2023-2024 closeout year and 2024-2025 interim year to the Florida Housing Finance Corporation; approve the associated SHIP Annual Report Certification; and authorize the Chairman to execute the Certification on behalf of Okeechobee County.

That the Board of County Commissioners adopt Resolution 2026-69, amending the Okeechobee County Local Housing Assistance Plan (LHAP) for State Fiscal Years 2026/2027 and 2027/2028; and authorize the Chairman to execute the Certification to Florida Housing Finance Corporation (Exhibit B) pursuant to Florida Statute Section 420.9072(2)(a)1 and submission to the Florida Housing Finance Corporation.
